Doctors are licensed by individual states licensing boards. This makes doctors from one state unable to consult with patients in other states due to concerns about liability. Representative Glen Thompson (R-PA) introduced legislation in 2011 called the Service Members Telemedicine & e-Health Portability Act (STEP Act).This act overcame the liability issue by expanding the Department of Defense’s (DOD) state licensure exemption to allow credentialed healthcare providers to practice across state lines without obtaining new state licenses, dramatically improving the viability of telehealth solutions.
