Even before the 700,000-square-foot Waterbury headquarters flooded and became uninhabitable, the Vermont Department of Public Safety faced a tough set of problems related to the existing telephony infrastructure at their state police building.  A legacy Nortel system, outdated and with limited capabilities, was becoming increasingly difficult and expensive to maintain.  The third party service vendor contracted to provide legacy support for the system could no longer serve them.  The Nortel platform, meanwhile, also lacked the robust survivability and redundancy options that the Department needed to provide high availability emergency response during a crisis.
